On March 20th, the American Cabinet Manufacturers Association KCMA announced that the US Department of Commerce has released a new investigation plan for wooden cabinets, dressers, and components produced in China. These products are assembled in Malaysia and Vietnam to avoid anti-dumping and countervailing duty orders imposed on China.
The Association requests the United States Department of Commerce to investigate the following situations:
Cabinet doors, drawer surfaces, and overall frames produced in China are then assembled in Malaysia or Vietnam;
China produces semi-finished products such as cabinet doors, drawer surfaces, and overall frames, which are deeply processed in Malaysia or Vietnam, and then assembled in Malaysia or Vietnam;
And some components are produced in China, while the remaining components are produced, processed, and assembled in Malaysia or Vietnam.
Currently, the United States Department of Commerce has accepted the request and launched an investigation. The preliminary results indicate that “all products that meet the above conditions should be subject to tariffs.”.
At the same time, the court also rejected the request made by CabinetWorks and MasterBrand that “only some parts produced in China should not be subject to tariffs”. The court held that the conclusion did not expand the scope of tariff collection. This is also an important information given by this survey, indicating that only components and assemblies produced in China will also be subject to tariffs.
